A restricted operator’s licence permits you to carry your own goods and does not require you to employ a transport manager. The standard expected of you, however, is unchanged: vehicles maintained to schedule, records complete and available, and drivers carrying out their checks properly. Many restricted licence holders enter transport from another industry and are never formally shown what that standard involves. Qualified review of your operation
Every walkaround check submitted by your drivers is reviewed by a qualified transport manager. Where a defect has been signed off incorrectly, we identify it and set out what the DVSA expects instead. Where records are incomplete, we tell you what is outstanding and who needs to provide it. The review identifies issues and advises you on the action required; responsibility for decisions, rectification and operation of the licence remains with you.
Vehicle records held to schedule
PMI intervals, MOT dates and insurance renewals are held centrally and raised with you in advance of each deadline. Inspection sheets and roller brake test reports are interpreted so their findings are actionable, and retained to the standard an audit expects. We monitor the records; the inspections themselves remain with your maintenance provider.
Continuous driver entitlement monitoring
Driving licences, Driver CPC qualifications and tachograph cards each carry expiry dates that are straightforward to overlook. Every driver on your licence is tracked and expiries are escalated to you well before they lapse.
Tachograph analysis & drivers' hours
Tachograph data is analysed and drivers' hours infringements reported to you, with the corrective action each one calls for. Walkaround and tachograph data both feed directly into your dashboard, interpreted rather than simply stored.

Written policies prepared around how your operation actually runs and the vehicles you actually hold, rather than generic templates that require interpretation before they can be relied upon.
Your competence, kept current
Annual operator licence awareness training is included in your subscription, with a certificate for your records. Keep your knowledge current as guidance and enforcement evolve, and maintain evidence of your ongoing development as the responsible person.
Trend and recurring defect analysis
Where the same fault appears repeatedly across walkaround checks or inspection reports, it is identified and reported to you. Recurring defects are a primary indicator of an ineffective maintenance system and a standing focus of DVSA scrutiny.

On a restricted licence, responsibility for your vehicles and your drivers sits with you and cannot be transferred, delegated or outsourced. The Traffic Commissioner and the DVSA hold you, as the licence holder, to your undertakings, and they expect you to understand them and to demonstrate that your operation meets them.
Engaging support does not change that, and we would not want it to. DVSA’s examiner guidance asks whether the responsible person holds relevant continuing professional development, and expects a suitable course where there is none within the last five years. We think every restricted licence holder should understand the basics of operator licensing, vehicle maintenance, drivers’ hours, defect reporting and record keeping. TMassist monitors the records behind your operation: the documents the DVSA would expect to examine. We do not carry out physical vehicle inspections. We confirm that the inspections you are required to hold have been carried out, recorded and correctly interpreted.

Am I legally required to have a transport manager on a restricted licence?+–
No. A restricted licence permits you to carry your own goods and does not require you to employ or nominate a transport manager. Your obligation to keep your vehicles roadworthy and your records complete is unaffected by that, and it is that obligation TMassist supports you in meeting.
Is TMassist an alternative to employing a transport manager?+–
For restricted licence operators, it can provide proportionate professional support where employing a full-time transport manager would not reflect the size or complexity of the operation. You obtain qualified professional review and guidance — your checks reviewed, your reports interpreted and formal advice on the action required — while remaining responsible for operating your licence.
Does TMassist assume my legal responsibility?+–
No. On a restricted licence you remain the responsible person and you remain liable to the Traffic Commissioner and the DVSA. Nor does engaging us remove the expectation that you understand your own operation: DVSA's examiner guidance asks whether the responsible person holds current continuing professional development. Our role is to establish what is required, monitor whether it is being achieved, explain what we find and evidence it, so that you discharge that responsibility on an informed basis. The accountability is yours; the expertise is ours.
Do you review the records, or simply store them?+–
We review them. Where something is incorrect it is reported to you; where something is outstanding we identify it and explain what is required. Storage is the straightforward part of the exercise. Establishing whether the records are adequate is the substance of it.
What happens when a defect is identified?+–
It is reviewed. Where it has been handled correctly, no further action arises. Where a vehicle has been signed off as roadworthy and the evidence does not support that, we report it to you and set out the standard the DVSA expects.
